The Demise of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are released from various governments. Immense energy is expended on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through current data. From witness perspectives, military aircraft that had been scrambled to engage hostile cruise missiles roared overhead – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense activated: several firings targeted at a hostile projectile. This was a modern interception technology at work, probably supplied through allied countries. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into grim resignation: perhaps the incoming missile won't hit its mark this time, protecting urban areas from devastation and another blackout.

Continuous Dangers

Soon after, a automatic firearm fired at a aerial vehicle somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its target.

Periodically, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on Western support – a need that neighboring countries are clearly incapable to substitute in the short term.

Failed Diplomacy

The 28-point plan from American leadership generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, certainly, continue.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unrealistic to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, Washington does little to deter Moscow, through words or deeds, from believing that the situation will not shift further in its favour in the coming year.

Opposing Positions

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a total frontline collapse until situations evolve in its advantage.

Current Realities

Realistically, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not switch to homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a mere seven days to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
